My son was born on October 19, 1993. Will he be old enough for segment 1 drivers training in June 2008?

My son is 18 years old and he is from Africa and had his license in Africa. Does he need to take both segment 1 and segment 2 before he can obtain a driver’s license?? If so, is there space for him in your classes this summer?? How do I sign him up.
